How to start the The Flowers That Won't Grow quest

To start the passage, you need to find the gardeners Vardan and Gurgen, who are in the fields to north of the city of Sumeru.
Talk to them to find out that roses grown for healers do not grow well and gardeners cannot understand what is wrong. After that, they will ask the Traveler for help in solving their problem. Need to be done two tasks - water the rose and bring harra fruit.
Water the roses
On the field next to the quest givers there is one stunted misty flower - apparently the mentioned "twilight rose". Apply Hydro on itto water: absolutely any character with this element will do. Bring three harra fruit

I actually have a situation where I raised a grasshopper, and it got out and ran off into a field outside of town. I could see it perfectly well where it was. But as I was about to fly toward it, I got a call. A disconnect occurred. After the call, I logged into the game—it wasn't there in the clearing by the river. And the flower in the farmer's garden was gone. The quest hasn't started repeating for six months or more—what should I do? I haven't earned the achievement.
Try switching to another region for one day and then returning to Sumeru. Unfortunately, the daily drops are random.
A grasshopper just appeared in the garden bed after three watering dailies. After completing the daily, Paimon had a short conversation suggesting I chase it down. I found this grasshopper down on the other side of the river, not far from a springy mushroom and a four-leaf symbol. After killing it, I earned the "On the Roots" achievement (find and defeat the fleeing grasshopper).
There was watering and fruits. The peace task did not appear.

Blooming Time is a daily quest that also drops randomly. How long have you been waiting?
I had to bring harra fruits twice, there was no watering at all.
This could happen, dailies are random as usual
Watering was done 3 times and no fruit.
I decided to try out the cycle theory and intentionally skipped the drop-down options with harra colors;
I completed the very first option, then a repeat came up and I skipped it; a repeat came up again and I skipped it; I decided to complete it the third time
and after that the option with watering dropped out
So, it turns out I did it twice with harra fruits and once with watering.
but the Harra fruits really made me do them 😅
Well, as I understood from the comments of this daily and the second related one, it is not necessary to do both options, just 3 times of any of the options
