Bonuses for allies from other regions
The additional buff is based on the interaction of companions from Nod-Krai and other kingdoms, it's only for those those who join a group with Ascendant Gleam. When activating an E or ult, a companion from another region grants a bonus to Lunar reaction damage for 20 seconds. This buff depends on their personal characteristics and is determined by their element:
- Pyro, Electro, or Cryo: Increases Lunar Reaction damage by 0,9% per 100 ATK.
- Hydro: Increases Lunar Reaction damage by 0,6% per 1000 max HP.
- Geo: Increases Lunar Reaction damage by 1% for every 100 defense.
- Anemo or Dendro: Increases Lunar Reaction damage by 2,25% for every 100 Elemental mastery.
In any case, you can get an increase up to 36% for one specific character, and the effect is not cumulative. To calculate, take the desired stat, divide it by the number specified in the second half of the description (100/1000), and multiply by the desired percentage.
Moonsign Change: What it means and how to improve it
Moonsign Change means activating/deactivating the bonuses provided by team mechanics. To increase/decrease the Resonance level, you need to:
- Add 1 or 2 Nod-Krai characters to the team. This achieves either Nascent or Ascendant Gleam, depending on the number of characters. Once the party has the required companions, a notification about the current Gleam will appear in the upper right corner of the party menu.
- Use the Selenic Chronicles. By speaking with Columbina once every seven days, you can obtain a period-specific Ascendant Gleam for your active team without adding any Nod-Krai characters. Note that in other kingdoms and various combat activities, such as Spiral Abyss, Imaginarium Theater or Stygian Onslaught, the buff does not work.

Perhaps I misunderstood, but from the description of Supreme Radiance, it should follow that the reaction bonus is granted not based on the stats and element of the character in the other region, but on those of the recipient of the bonus—that is, the edge-user who triggers the Lunar Reaction.
