You can find the Rise and Shine bar on the northwest corner hotel "Dreams" (in the World of Dreams)when you complete the Mastery task “Who is the killer?” and thereby complete the first chapter of the Penaconia plot.
Move to a spatial anchor "Observation room" on the 1st floorto enter a room with many televisions and a broken floor with bubbles rising above it. Go through the northern door of the space and continue down the corridor in the same direction.
