Exit to the coast from any surface teleporter and walk north. You'll encounter up to four fishermen in a school.
Route 2: Near Embla Pillar

Proceed north from the teleport point. Under the white growth, you'll find a chest guarded by a single creature. After clearing the point for the first time, the fisherman will be here longer. will not appear.
Route 3: Near the Special District Research Institute
It's easier to reach the point at the top of the island from the teleporter in the Kipumaki Rocks section, as it doesn't require any climbing.
