How to use this weapon

The problem is that characters have 0 energy for about a second after using their ultimate. Any hit from any attack drains at least a bit of energy. And the second part of the passive, as I understand it, only works while the wearer has 0 energy. As they say in the "c**kblock" community.
Well, no one waits a second after their ult to use their E-class, so it's not hard to get the hang of it—usually when they use their E-class, their ult pool is empty anyway, and the reaction particles only hit later. Firstly, Ayaka, since she plays with Cryo Resonance and the Lost in the Blizzard set, weapon crit chance isn't very important, plus her damage comes primarily from charged attacks, not regular attacks, so she won't need any of her passive.
