Is the Character Worth Pulling For?
Vesna is a powerful Anemo damage dealer who becomes the core of Star Scattering groups. Her dynamic gameplay may seem confusing at first glance, but it's quite simple once you learn how to manage stacks and time your skills. Being a very specialized character, Vesna doesn't work well in other types of teams, as all her damage is focused on reaction damage.
This greatly limits her in squads, as there aren't many budget allies for Star Reactions, especially if you're also playing Star Conductor, which "takes" the same characters. If you haven't picked Sandrone and don't want to play Mizuki, spinning Vesna is a good solution.
What to Choose: C1 or Signature?
Although C1 allows you to press E a fourth time, it provides fewer bonuses overall than the Spring signature, so in almost all cases it's advisable to use the sword rather than the first constellation. There's only one exception: if you're confident you have enough prayers for C2, then you should wait with the signature and prioritize the second constellation, which removes the character's reliance on stacks of Disciplinary Measures.

This clan is considered one of the most loyal to the Queen, so its members form the Druzhina, a special military organization that patrols the cities and maintains order. Vesna will be about 15-20k higher in DPS in any team similar to Mizuki, but Mizuki can easily clear a modern 5-onrush deck in your squad, especially if your team is already well-built. So, it's your choice. If you're not too keen on Mitya and like Vesna, then I see no problem with running her. If you just need to complete combat content and want to save up for someone else, Vesna can be skipped.
